👮 Personnel Update in the Police Department September 9, 2025
Mayor Emmert informed council that Sergeant Andy Love is no longer employed with the Village of Somerset Police Department.
According to the mayor, Chief Ross discussed schedule changes with Sgt. Love to address the department’s need for more night and weekend coverage. Sgt. Love was asked to transition from 10-hour to 8-hour shifts, including weekends. The mayor stated that Sgt. Love became upset and left abruptly, leading to his termination for insubordination.

📰 Residents Seek Help Over Trailer Park Conditions

At the September 9, 2025, Somerset Village Council meeting, residents Brent and Christina Riley brought forward concerns about conditions in the local trailer park where they reside.
The couple reported difficulties reaching the property’s owner and manager, despite repeated attempts to address issues such as rent increases and poor road conditions. They expressed worry that emergency vehicles might not be able to access the area if needed.
Mayor Emmert acknowledged the ongoing concerns, explaining that the situation falls under a civil matter rather than village jurisdiction. However, he encouraged the residents to reach out to Police Chief Ross for further assistance.

🏠 Council Approves Two Zoning Variances September 9, 2025
Council approved two zoning variance requests at the meeting.
Resident Andy From sought approval to build a garage behind his home after the Zoning Board initially denied the request. Following review of the plans, Council members voted unanimously to grant the variance.
A second variance was presented for Hoy Trinity School, with Fiscal Officer Kelly Beem showing images of the proposed layout. The new structure will sit well back from the road and is not expected to interfere with nearby properties. Council unanimously approved this variance as well.

💡 Infrastructure and Village Improvements Discussed
September 9, 2025
In his report, Mayor Emmert updated council on several ongoing projects.
Efforts continue to move forward with the Somerset Business Center (SBC) project. Representatives from the village have been coordinating with Buckeye Hills and Schooley Caldwell on emergency roof and structure repairs. Revised plans for the building’s interior are expected to stay within budget, with one year remaining on the project timeline.
Additionally, Ryan Yzenski obtained quotes for a new light pole installation near Kevin Flautt’s residence, and for repairs or replacement of a solar-powered school crossing sign.

🧾 Financial Matters Approved
September 9, 2025
Fiscal Officer Kelly Beem presented several items for council approval.
Council passed Pay Ordinance 14-2025, approved August financials and the bank reconciliation, and agreed to open the enrollment process for property insurance renewal. Kevin Howell of Wichert Insurance requested permission to provide a quote, which requires notifying the village’s current provider, USI PEP, within 60 days.
All motions related to financial business passed unanimously.

🚮 Dumpster Misuse at Village Park September 9, 2025
Council member Chris Shonk reported ongoing problems with illegal dumping at the Somerset Village Park.
According to Shonk, individuals have been filling the park’s dumpsters, which are not for public use. Recently, both dumpsters were overrun with hornets, preventing Win Waste from safely emptying them.
To address the issue, new signs will be posted, and Win Waste representative Sarah Mathews has suggested the village consider locked dumpsters to prevent unauthorized dumping.

🛣️ Council Approves ODOT Agreement September 9, 2025
Council passed Resolution 17-25, granting consent to the Ohio Department of Transportation (ODOT) to proceed with improvements on SR 13, SR 668, and US 22. The resolution also authorizes the mayor to sign all necessary documents connected to the project.
Council approved the resolution unanimously.

🏢 Executive Session and Property Agreement September 9, 2025
Council entered executive session to discuss legal matters and contracts. After returning to regular session, no actions were taken during the closed meeting.
Following discussion, council approved a purchase agreement with the Emmert family for property located at 6908 State Route 668 in the amount of $551,000.
Additionally, council authorized Fiscal Officer Kelly Beem to make a counteroffer regarding certain requests from the Emmert family. Both motions passed unanimously.
