Investing in Public Infrastructure for a Stronger Future
Ohio voters will soon decide on Issue 2, a proposed constitutional amendment aimed at funding critical public infrastructure improvements across the state. This amendment, if approved, would allow Ohio to issue general obligation bonds to support local governments in financing necessary infrastructure projects.
What Does Issue 2 Propose?
The amendment seeks to add Section 2t to Article VIII of the Ohio Constitution. Its primary purpose is to ensure the state has the financial ability to invest in public infrastructure that supports economic growth, public safety, and community well-being. Here’s what it would do:
1. Authorize the Issuance of Bonds
• The state could issue bonds or other obligations to fund infrastructure projects for local governments and other public entities.
• Eligible projects would include roads, bridges, wastewater treatment, water supply systems, stormwater and sanitary facilities, and solid waste disposal.
2. Protect Public Health and Economic Growth
• The amendment declares these improvements essential for preserving and expanding Ohio’s infrastructure.
• It highlights the role of these projects in public health, safety, job creation, and overall economic welfare.
3. Limit Total Debt to $2.5 Billion Over 10 Years
• The state would be capped at issuing no more than $2.5 billion in general obligation bonds over a decade.
• Any unused borrowing capacity from previous years could still be issued in future years.
4. Establish Bond Maturity Limits
• Any issued obligations must mature within 30 years from their date of issuance.
• If new bonds are issued to refinance older ones, they cannot exceed the original maturity period.
5. Ensure Ohio Jobs and Products Are Prioritized
• The amendment grants the General Assembly authority to pass laws that implement the new provisions.
• It includes language encouraging the use of Ohio-made products, materials, services, and labor whenever possible.
What Happens if Issue 2 Passes?
If Ohioans vote YES, the amendment will take immediate effect, allowing the state to begin issuing bonds to fund approved infrastructure projects.
A NO vote means the state will not have this additional funding mechanism, potentially delaying or limiting necessary infrastructure improvements.
